4. Tony Stark will head S.H.I.E.L.D.
After Marvel Comics’ Civil War, Tony Stark was the head of S.H.I.E.L.D. Since he was one of the people that led the charge against Captain America and his team fighting against the Superhero Registration Act, Stark was an easy choice pick. During his time in charge, Stark came to realize that everything that Nick Fury’s job was full of impossible decisions.
Screen Rant wrote an idea that Tony Stark may head S.H.I.E.L.D. while Nick Fury is currently unavailable. An idea that isn’t completely crazy.

An easy choice to head S.H.I.E.L.D. would be Steve Rogers or Black Widow. Both of them have experience with covert and military operations and are willing to make choices that Stark might not be able to. The problem is Cap and Widow might not trust anyone in S.H.I.E.L.D. after what happened during Captain America: Winter Soldier.
There’s a 50/50 chance something like this could happen. Easy money would be that General Ross would be in charge. Although, it’s possible that Ross might be one of the people caught in Thanos’ snap. S.H.I.E.L.D. may not be sanctioned by the U.S. anymore, but that doesn’t mean they can’t be reinstated in a time of crisis.
