9. Emma Frost

Emma Frost just can’t seem to get it together for too long. For the better part of the decade, she’s done her best to try and live Xavier’s dream by Cyclops’ side. Then, she was possessed by the Phoenix Force and it went downhill from there. Emma’s powers went wacky, she tricked the X-Men and Inhumans into thinking that Black Bolt killed Cyclops, and started a war between the X-Men and Inhumans.

In 2019, she sold out the X-Men to save her own life. Granted, she helped them in the end, but that doesn’t make it right. Now, Emma Frost is part of the Quiet Council of Krakoa. She’s been working closely with Kitty Pryde to help save mutants from being killed all over the world.

Emma always seems to keep everyone guessing. You never know if she’s with the X-Men or if she has an ulterior motive. While she does come off as selfish, there have been times where she’s been among the most selfless people on the team. Putting her in charge of helping mutants and having her watch over Sebastian Shaw is the perfect place for her. She can continue to help young mutants (which she loves) and make sure Sebastian Shaw (the Black King) doesn’t do anything to ruin what’s going on with the distribution of Krakoan medicine.
