8. Black Mask
Roman Sionis, a.k.a. Black Mask, is one of the most dangerous crime bosses in Gotham City. The biggest reason is because he doesn’t care about anyone but himself. In DC Comics Rebirth, he said his reasoning was because he loved Gotham City. In reality, it always seemed like it was about power.
The problem with Sionis is arrogance. He’s not nearly as good as he thinks. His hold on power is always short lived. In fact, Red Hood punked him and took his power from him twice. Once in Under the Red Hood and again in Red Hood and the Outlaws.

7. Sabretooth
This pick may shock a lot of readers. People familiar with Victor Creed, a.k.a. Sabretooth, know that he’s an animal. What some don’t know is how calculated he can be. We saw that in Wolverine No. 300-304 by Jason Aaron.
Sabretooth’s plan worked so well that no one knew he was in charge of the criminal underground in the west of the world. The icing on the cake was how he did it. He used his long time nemesis Logan to do it. It wasn’t until Wolverine No. 7 by Paul Cornell that he was taken down. Of course, by Logan himself. Nevertheless, he accomplished a lot in a short amount of time.
