4. The Hood
Parker Robbins was just a small-time crook until he came across a Dormammu-possessed hooded cape. As silly as that sounds, it’s true. With that power, Robbins became The Hood. The first person to truly bring a group of super-villains together, lead them, and make it work.
Robbins managed a plethora of various lunatics with multiple needs and personalities. What’s more impressive is that he kept them all happy. They got money, didn’t spend time in jail, and were even deputized members of Norman Osborn’s Initiative. His goons knew to keep Robbins content and they’d live a life of luxury and crime. However, cross him, and you’d die. The perfect balance of fear and respect.

3. Machine Head
If you’ve seen Invincible on Amazon Prime Video, you’ve seen Machine Head. He was the guy who had Battle Beast and other super-powered beings watching his back. And, you know, had a machine head. His appearance on the show and in the comic books was short lived, but his time at the top wasn’t.
Machine Head was smarter than most villains. He knew to never leave his high-rise building and keep a team on call to protect him. They didn’t have to be on site. Machine Head had a teleporter to grab his goons when they were needed. It took intervention from Invincible and the Guardians of the Globe to bring him down. If they hadn’t intervened, he wouldn’t have been stopped until years later by Robot.
