27. Robert Queen

We may only see Robert Queen in dreams, flashbacks, and occasional visits to alternate Earths and realities, but here is a character that had an impact on this entire series. Considering he left behind a child (Emiko) in order to be with his other children, was in many ways a true businessman/tycoon, and often seemed rather money hungry, Robert is the kind of character you’re not exactly looking at in terms of making a lasting impact.

However, there is no doubt that there were times when Robert Queen showed that he genuinely cared about his family and he knew that he had made mistakes in his life. Does that change the fact that he was in some ways not such a great guy? Of course not.

All of the decisions he made had a butterfly effect on Arrow and the rest of the Arrowverse. In some ways, you might say that it is because of him that we even have Oliver Queen taking up the cause as a vigilante.

There is no way I could leave Robert off this list, and yet as a character that was never actually alive in the present day timelines we were watching, there is also no way to rank him higher. In fact, there are some who may say he is actually ranked too high. But considering so many of the members of team Arrow (especially in the early days) were directly connected to the man, it is hard not to drop him in at number 26.
