18. Cheyenne Jackson

This writer has been a fan of Cheyenne Jackson since 30 Rock. Later, he went on to play multiple characters in American Horror Story. A major jump in roles. Now, he’s a co-star in Call Me Kat where he’s playing a comedic role. This writer would like to see him in something more action packed where he’s the dominant villain. Let him play the aristocratic Sebastian Shaw in the MCU.

Kevin Bacon did a good job in the role in the X-Men movies, but Cheyenne Jackson could be better. He has the build and looks like someone who could be in the Hellfire Club. He could easily go from his calm voice to lashing out and tossing Wolverine in seconds. This is an underrated pick that should happen.

17. Iwan Rheon

There were a lot of people to detest or flat out hate in Game of Thrones. Iwan Rheon’s character Ramsay Bolton is among the top three. He was evil on an epic level. Rheon then went on to play Maximus in Inhumans and it’s unfortunate that his time as the character was short-lived. He was perfect and definitely deserves another chance at playing a villain. Let him loose as mutant hating, amusement park obsessed villain Arcade.

Few people can play hateable as well as he did on Game of Thrones. Arcade is someone who needs that kind of actor. He has the capability to have zero likability and be annoying at the same time. He can’t have a sympathetic story. Put a white suit on him with an ugly bow tie, let him rant about how great he is, and he’ll be a memorable comic book villain.
