2. The 1950s Captain America
The screenwriters for the third film have already been dropping strong hints that they’re going in this direction. It makes perfect sense, as the crazed Captain America replacement from the 50s (real name: William Burnside) would provide both a philosophical and physical challenge to Rogers. Burnside also clashed with Bucky Barnes during the time he took over for Rogers, so if he comes out of The Winter Soldier on the side of the angels, you could work him in too.
And since many more decades passed while Rogers was on ice in the movies than in the comics, why not throw in other attempted replacements like John Walker as well? It stands to reason that the government would just keep trying to replicate the experiment that created Cap in the first place, no matter how many attempts it took. Rogers would certainly have strong feelings about that.
