3. Living Tribunal

The Living Tribunal is the overseer of all the realities of the Multiverse. He’s nearly omnipotent, and maintains balance across the infinite number of realities in the Marvel Universe through his judgment. His powers are essentially limitless, bound only by his will. However, when the Living Tribunal chooses to make something happen, there has been no act he has not been able to carry out. With little more than the wave of his hand, he literally shut down all of the Infinity Stones, simply as a means to maintain order while he passed judgment on Thanos.

There’s been nothing in the comics to indicate a true limit to what the Living Tribunal can do, however, he sits at No. 3 simply because he only uses his powers as part of his singular focus of balance across the multiverse.
