The Order Of St. Dumas Brings Azrael To Gotham
The Order Of St. Dumas seems to be an organization much like the League of Shadows or the Court of Owls, and they are on their way to Gotham to destroy the city and murder young Bruce Wayne. But Gotham EP John Stephens says the arrival of the order of St. Dumas also heralds the arrival of another famous Batman character, the anti-hero Azrael.
"We will be going deeper into the Order of St. Dumas over the next run of episodes, and it will continue to play an evolving role for the rest of the season. And yes, we wouldn’t be telling an Order of St. Dumas story without also intending to tell an Azrael story. Just keep watching."

Several people in the DC comic book world have taken up the mantle of Azrael, most notably Jean Paul Valley who filled in a for Batman for a time after Bane broke his back. Azrael has been both ally and foe to Batman, but ultimately the one wearing the mantle of Azrael is an assassin and the enforcer of the Order of St. Dumas, so odds are he will not be an ally against the order on Gotham.
