1. The Spider

The Spider has been portrayed as an archer in the comics, which Arrow already used with Malcolm Merlyn and Adrian Chase. However, these bow-and-arrow villains work have proven to work best as equal, grounded opponents to the Green Arrow and make for exciting encounters.

This character who’s name is Tom Hallaway, is a playboy that looked to get rid of criminals by using a bow and arrow. It’s revealed that he’s not a hero in the comics, but rather someone that murders others to eliminate anyone that’s competition to him.

Hallway might want to become the new Archer of Star City, so he looks to eliminate Oliver to take over. He would start saving people and pose as a new hero for the city, someone that takes the duties away from Queen for a bit. That’s until someone starts going on a killing spree, which initially looks like it has nothing to do with the Spider. Eventually, Hallway is caught by a member of Team Arrow, who threatens that person to not say anything.

Eventually, that person puts their life on the line by revealing to Oliver that Hallaway is the Star City Murderer. Hallaway denies this, only for him to plan an attack on Team Arrow that none of them see coming.

In doing so, Hallaway catches the eye of Richard Dragon and Anatoly, who are also committing crimes throughout Star City. They end up working together with a common goal: take out Oliver.
