9. Black Canary
Black Canary is another one that the CW has mined for the Arrow series, but her origins are tied much stronger to the Justice League and Justice Society of America. She has served on almost as many teams as characters like Batman or Superman have and she’s even led them occasionally. In the same way that Marvel has separated their Avengers into heavy hitters and street-level heroes, DC could use a squad of lesser heroes. Heroes like Black Canary might not be able to leap tall buildings or run faster than a speeding bullet, but I could easily see her laying down the law on the streets.
DC has already been hinting at a world full of heroes that already exists within their cinematic universe so Black Canary could be out there right now. In the current comics, she was recruited by Batman to be the field leader for the latest incarnation of the Justice League of America. I will also always hold out hope for a proper Birds of Prey adaptation. I mean if Harley Quinn can pull her own Gotham City Sirens film then the heroic ladies of DC deserve the same chance.
