4. Weapon X

The Weapon X program is responsible for characters like Wolverine, Sabretooth and Deadpool, along with many other characters. They were a government-run organization that experimented on mutants and used them on dangerous mostly illegal missions. That is where the series could come from: those missions and the subsequent fallout. Think of it as a combination of the Dirty Dozen and the Suicide Squad, but good. These agents mostly joined against their will and all of the missions they go on involve breaking the law or killing someone important.

You wouldn’t even need to have people like Wolverine or Deadpool, just some mutants that don’t want to be there and the scientists that are forcing all of this on them. There have been several different versions of the Weapon X program over the years. They are all basically the same idea and it might be a stretch to think our government would sanction all of this, but you could easily frame it all under the idea of protecting civilians and the common good.
