Arrow: Could Oliver Queen retire from being the Green Arrow?

Could the day be coming when Star City no longer needs Oliver Queen to be the Green Arrow?

Oliver Queen has been given plenty of reasons to stop being the hero of Star City. You would think that being a mayor and single dad would take up most of your time, but can Oliver let the hood go? He already stepped down once this season for the good of his son. He felt the need to return after Diggle’s injuries sidelined him, but will we always need the Green Arrow?
I know the whole team just disbanded in the last episode, but we all know they’ll be back. The new Black Canary could be a great team leader given the opportunity and the others get better at crime fighting every day.
A major focus of this season on Arrow has also been about re-building the city’s police force and them actually making a big difference among the safety of the people. As the mayor, could Oliver build a police force that might one day replace him? Honestly, most of team Arrow has plenty of reasons to quit and try to live normal lives.

Oliver, Diggle and Rene all have children to worry about and raise. Curtis lost his husband to his vigilantism and his social life looks to be falling apart. It seems obvious to me that all of these people look at team Arrow as a duty rather than a pleasure lately. If the police could take care of Star City on their own, wouldn’t that be mission accomplished for Oliver and company?

I know that Cayden James and all the others seem to have an evil plan in the works, but Star City is looking better than it ever has. I mean they haven’t suffered a mass terrorist attack in quite a while. The only way it makes sense all of team Arrow to stick around is if things get much worse for their hometown. Do you think that one day Oliver could step down and retire to a life without the bow to be with Felicity and William?
