That movie deal
Now granted, there is a small snag in the whole deal of having Deathstroke in season 7. That snag being the fact that Slade Wilson ins now being featured in the DCEU. With that, it means that he cannot be featured in both of the universes at the same time.
This isn’t the first time that this has happened. Both Amanda Waller and Deadshot were both killed off so that they could be featured in Suicide Squad. In fact, the entire Suicide Squad hasn’t been seen in the Arrowverse since season 3, which took place right right before the movie came out.
On the other hand, characters like Superman do appear in both universes. In the Arrowverse, he made his first appearance in the second season of Supergirl. But granted, that was still when the Superman was dead in Justice League. So when one came back, the other left the show. At this point, that looks to be what is happening to Deathstroke.
But there is one more deal, and that’s the deal that the Flash has going right now. Not only is he featured in his own show, simultaneously he is featured in the DCEU. With that, he has already been featured twice, in both Batman v Superman: Dawn of Justice and Justice League. And it looks like he has a movie on the way possibly based on Flashpoint.

This is because in the Arrowverse, Flash is considered one of the most important characters. And again, if season 7 is truly the final season of Arrow, Slade Wilson would be one of the most important characters in the show. That would be plenty of reason to let him be in both universes.
At this point, Deathstroke has made his name as one of the biggest characters to ever be featured in the Arrowverse. It is key that he make one more lasting impression in the Arrowverse before we never see him again. Because if this is truly the end, then Slade Wilson deserves a farewell that only Slade Wilson could have.
