Azrael 

Azrael has a really cool story and is a hero that would make for great TV is the emissary of the Sacred Order of Saint Dumas, Azrael. The agent was created as the biblical angel of vengeance whose legacy survived hundreds of years. An unsuspecting agent was a Gotham City college student Jean-Paul Valley. Valley was a lab baby breed to be carrier of the legacy and power of Azrael.

The unexplained exploitation into the society would be interesting since it was never explained in the comics. The lead up to Valley ultimately embracing his destiny would make for great TV. They could even have him save Bruce Wayne like in the comics or explore the Knightfall story-arc in which Valley becomes Batman for a time. The Knightfall arc would be a fantastic story in itself, Matt Reeves we’re talking to you.

Batwoman 

There are two versions of Batwoman, the original was Kathy Kane and the current is Kate Kane. Furthermore, each character has her story and both work as a TV show. Kathy was a former circus performer turned socialite. After she was thought to be dead, Kathy would be inspired by Batman to fight crime. She would go on to become the headmistress of secret government organization, Spyral.

Kate Kane, on the other hand, has a much different story. She was abducted which led to her mother and sister being murdered. Kate would later join the military,  but was discharged for being in a relationship with another woman. Like Kathy, Batman served as her inspiration to fight crime. Kathy is less Batman dependent but either or would be cool depicted in a live-action format. As a matter of fact, Batwoman will be featured on CW in their next Arrowverse crossover. If she proves to be a hit, DC Universe should be the home for a Batwoman series.
