3. Harley Quinn was never part of Birds of Prey 

The most obvious reason for Harley Quinn to be a villain is… she wasn’t a Birds of Prey member. Harley Quinn is one of DC’s most popular characters, so why force her into a story where she doesn’t fit? The original trio of heroes consisted of Oracle, Black Canary, and Huntress. Before that, Oracle worked with Power Girl on a few missions. When the group expanded, a number of DC characters joined like Poison Ivy, Hawk, Dove, and even Nightwing. Notice, Harley’s name didn’t come up. So why force her to be part of the trio in the first film? Or any film for that matter. 

Margot Robbie expressed the importance of Harley being around people and she’s right. The Birds of Prey movie should center around the original trio. Specifically, the transition of Barbara Gordon from Batgirl to Oracle. Harley isn’t part of that story. And if she is, then the movie risks a chance of overshadowing Oracle.

Harley will have time to be part of her own group. There will be a time when Gotham will need a group of heroines, or anti-heroes to save the city. Additionally,  Birds of Prey will need a captivating big bad, why not make it Harley Quinn. Harley could be the head of her own underground criminal organization.
