2. An evil force hidden in the shadows

Last season, DeVoe created metas so he could get stronger. Well, seasons five can do something similar by using a villain never before depicted in DC live-action. One villain that makes sense, is Psycho-Pirate. Roger Hayden aka Psycho-Pirate is super-villain that manipulates metahumans into doing his bidding. More specifically his powers allow him to control emotions like he did with Killer Frost by making her fall in love with Firestorm.

With the inclusion of Roger will come Anti-Monitor who is one of DC Comics’ strongest villains.  On the Flash, Roger’s story can be altered a bit. He thinks he’s saving the world that has been corrupt by impulse and lack of human emotion. His job is to restore balance and save the world from itself — similarly to the comics. 

Another big bad possibility, albeit much darker is Neron. Although he can’t technically be defeated he’d make for an interesting foe for a crossover event. For the Flash series, he’d be great as someone directly ripped from the comics without little change. Neron is a fallen angel who seeks souls in exchange for power. Central City is full of metas who aren’t strong enough to take down the Flash. Why not give them someone who can help make that happen. Additionally, this could allow for Constantine to work his magic as the catalyst to the next crossover.
