Marvel Cinematic Universe: Which characters could be a Skrull?

The one thing people forget is that it wasn’t just the superpower community that was infiltrated during Secret Invasion. The governments of the world also had a Skrull infestation. Who knows how far up the totem pole they got. A guy who could be a Skrull right in front of our faces is the man who tried to kill the Hulk all while putting innocent lives in danger and was also happy when the Superhero Registration Act was put in place. General Ross was found by Tony Stark during the end credits of The Incredible Hulk. While it may have looked like he was drinking because he failed his mission to contain the Hulk, it also could have been due to his imminent death. The Skrulls don’t take failure lightly. Even if it did come at the hands of the Hulk.

Also, with the Superhero Registration Act in place, the Avengers would be fractured. This would make it prime time for the Skrulls to come in. Without the Avengers around to contest them, Earth would be theirs for the taking.
