19. Vandal Savage

An immortal man whose villainy reached across history. He was originally born in Ancient Egypt and lived alongside Prince Khufu and Princess Chay-ara (who would later become Carter Hall and Kendra Saunders). When a meteor shower struck their home, the three became intrinsically linked and imbued with powers.

While Khufu and Chay-ara became Hawk gods who would reincarnate after their death, Savage gained the ability to regenerate and became immortal because of this. However, in order to maintain his immortality, he had to kill both of the Hawks. This was especially hard for him as he was in love with Chay-ara.

Savage was later responsible for the murder of Rip Hunter’s wife and son. This was what ultimately drove him to travel back in time and form his own superhero team: the Legends. Selecting heroes whose absence caused the least damage to the timeline, Hunter’s team encountered Savage at various points throughout history. They eventually defeated him by simultaneously stopping him at three separate points in history.

Ultimately, Vandal Savage was a villain who was built up quite a lot but didn’t really deliver that much. He carried a threat because of his immortality and the difficulty in finally defeating him, but he wasn’t as threatening as some of the other villains that have yet to appear on this list.
