25. Clock King
A man who planned everything down to the second, William Tockman became known as the Clock King. He first appeared overseeing the robbery of Kord Industries in search of the Skeleton Key, a piece of technology that could open any bank vault. When his cohorts veered away from his plans and killed a guard, Tockman became enraged and killed the man responsible for killing the guard.
Tockman was suffering from MacGregor’s Syndrome but, rather than using his ill-acquired gains to prolong his life, he instead took the money to help his sister who suffered from Cystic Fibrosis. But, after the Arrow and Canary foiled his plan, he was unable to send any money to his sister and she passed away without treatment.
Now a man with nothing to lose, Tockman became more dangerous than ever. While he was being transferred to Central City, a blackout occurred thanks to a metahuman attack. He took his chance and took the entire police station hostage. Over the course of the episode, he killed two police officers and almost managed to escape. However, the quick thinking of Eddie Thawne allowed Iris West to take his gun and shoot Tockman, thereby returning him to police custody.
