7. Victor Fries (Mr. Freeze)

First appearance: “Rise of the Villains: Worse Than A Crime”

Mr. Freeze was one of my favorite villains in Batman: The Animated Series and he was a nice addition to Gotham as well. His storyline is exactly what you’d expect when we first meet him. He’s just trying to cure his wife and something admiral turns into madness when he starts obsessing over it too much. He ended up using people to experiment on and that’s when he found himself diving deeper into the criminal underworld.

He was also yet another character who was resurrected. After trying to take his own life, he was declared dead, but at Indian Hill, he thrived in sub-zero temperatures. This is where the Mr. Freeze suit comes into play because it allows him to keep that temperature and go outside. What fun would it be if he just ended up locked up inside every day?

Mr. Freeze was also recruited to the Legion of Horribles. This led to him teaming up with Jerome Valeska and Scarecrow to raid Wayne Enterprises to make more laughing gas to poison the city with. He was dangerous enough on his own with his freeze gun, but with the other villains, there’s more damage to be done. During “No Man’s Land,” Freeze was able to claim a factory for himself and who knows what he’s working on in there.

Unfortunately, the character wasn’t fully fleshed out in the final season thus icing him out from a top 5 finish on our list.
