3. Hugo Strange

Portrayed by: BD Wong

First appearance: “Wrath of the Villains: Mr. Freeze”

Dr. Hugo Strange is the madman who was bold enough to experiment on people, especially dead people, and create his own group of monsters. He resurrected more characters than I can keep track of. Just to name a few, though, he brought back Fish Mooney, Theo Galavan and Basil Karlo.

He’s also known for his rehabilitation, which we see when Barbara Kean wakes up from her coma. If there’s an experiment to be run, you can bet Hugo Strange is going to do it no matter the consequences. He wasn’t always successful with his experiments either, so bodies have piled up even if they haven’t been notable characters really.

Not only was Hugo Strange a terrifying villain in his own rights, but the man was responsible for creating several of Gotham’s most formidable foes which is yet another reason he managed to rank among the best villains the show gifted us with.
