Black Lightning: What questions do we have for season 3?

Tobias remained the big bad that he was all season. He may have lost his sister and failed turning Khalil into his second in command, but Tobias continued his reckoning. He had a plan to become the most powerful seller of metahumans on the black market. Tobias would have completed this goal if not for one problem: He got arrogant. Tobias started acting as if he had everything in the bag, a mistake that almost every villain makes. Once he lost Cutter and Dr. Jace, there was no one left to stop him from imploding. This ended with him getting beaten handedly by Black Lightning and Lighting (Jennifer). In the end, Tobias landed in a metahuman prison, having no rights of his own.
What’s Next?
Realistically, there’s no way Tobias remains locked up for the duration of season 3. He’s too smart and manipulative for things to end like that for him. The Markovians might make their play to try to take all of the metahumans where Tobias is being held. If he’s captured, he’ll eventually escape. Also, Tobias probably has information on Markovia that will be needed, but that intel will come at a price, most likely his freedom.
