‘City at War’ begins with a stab in Teenage Mutant Ninja Turtles No. 93

Is Their Any Security System That’s Ninja-Proof?
After “handing” command of the Foot Clan to Splinter following the Shredder’s defeat in a trial-by-combat, Karai has returned from Japan. She brings with her a gang of allies which include mutants and a demon, as well as a cursed sword that feeds on hatred. Leonardo and his brothers thought they could reason with her, and peaceably hand over power to her. Alas, her demand that the children under the Foot’s care become soldiers or die has brought a war among clans into being!

Everyone associated with the Foot Clan is now on high alert. Ironically, at least two of the kids that Splinter and Jennika were willing to protect seem perfectly fine with being trained as ninja. Of course they would; they’re kids! That’s why people can’t make legally binding decisions until age 18! Meanwhile, the Ninja Turtles test out their own security, since they’ve gone through more than one headquarters. Donatello spiffs up their “Turtle-Van,” while Raphael couldn’t be less interested.

While Leo sees this as Raph’s typical insubordination, instead it proves to be long-term trauma from not only Raph’s long history of violence, but his very recent torture at the hands of Agent Bishop. As often as Raph may succumb to his rage and leap into battle, these are not fights he wanted, or a life he wanted to live. Weary of yet more warfare, Raphael would prefer he and his family flee to live elsewhere in peace. It is an option Leo can’t or won’t hear. Michelangelo, at the very least, is sympathetic.
