The Falcon and the Winter Soldier: Could this really be what it’s about?

Will the The Falcon and the Winter Soldier revolve around the government VS Sam Wilson?
Years ago, everyone knew that Chris Evans was going to be done with Captain America. The question was who was going to be the next person to wield the shield. Everyone’s first choice was Stever Rogers’ best friend, Bucky Barnes. Not only was he a soldier with the same skills as Captain America, but he was Captain America after Steve Rogers was shot after Civil War. At the end of Avengers: Endgame, Steve Rogers retired. He showed up on a park bench and gave the shield to his successor, Sam Wilson.
This wasn’t a shock. Sam Wilson was Captain America for a while in the comic books. Also, he and Steve became very close after they first met in Captain America: The Winter Soldier. He may have been Steve’s first real friend after he was defrosted (Steve and Tony Stark were more work buddies than friends then). What was so great about this moment is that Bucky knew what was going to happen, and he was happy for him. Earlier this year, it was announced that there will be show on Disney Plus called The Falcon and the Winter Soldier. And recently, on Fatman Beyond, some possible details about the show were revealed.
