4. Continue the evolution of Tobias Whale
Tobias Whale has been flat out wonderful. He was everything that Black Lightning wasn’t and it made him the perfect antagonist. In season 2 he was even better. It may not seem possible, but Tobias was crueller than he was in season 1.
He started killing everyone who could take him out leaving almost no evidence of his crimes. Then he tried to sell metahumans on the black market. If that wasn’t enough, the way he killed Khalil was a perfect representation of who Tobias was. You’re either with him or you’re dead.
Tobias Whale is one of the most important parts of this show. He’s cunning, calculated, and cold hearted, and this show needs him if it’s going to continue. The previous season may have ended with him being locked up, but no one expects him to stay in incarcerated.
He’s probably going to be needed to help fight the soldiers from Markovia. This means that Black Lighting and Tobias are going to be forced to work together and it is going to be glorious! They’re going to argue, fight, and constantly be at each other’s throats. This will make for tremendous content. Hopefully, this Tobias uses this as a way to negotiate himself out of lockup permanently. If Wilson Fisk can consistently find a way out of prison, so can Tobias.
