3. Bring back Looker
Other than Tobias, there weren’t a lot of villains that stuck out, as most of them were quite one-dimensional: Cutter was an assassin, Dr. Jace only cared about her experiments, and Todd Green was killed before he could become anything. Looker, however, was more.
She was more than just a racist leader of a Sange. She was incredibly smart, powerful, and truly believed her own nonsense. She may look like someone too soft and pretty to get her hands dirty, but that’s far from the truth – Anissa found this out the hard way as, if Black Lightning hadn’t stepped in, Looker would have killed her.
Two episodes simply wasn’t enough, as she should become another big time antagonist.
Looker is locked up as well, but with her skills, this won’t last long. It doesn’t even matter that her powers are nullified, she’s incredibly persuasive and has been known to convince others of her wrongful methods.
It’s doubtful she will be fighting with Freeland when Markovia invades. If anything, she may even be freed by the Markovians in exchange for her help. Her ability to use people like puppets would help Markovia control metahumans. Considering how Tobias shared some of her racist beliefs, it wouldn’t be shocking if these two were to fall in love.
