22. “My Name Is Emiko Queen” (Episode 10)

Though a decent midseason premiere, “My Name Is Emiko Queen” failed in its attempts to portray Emiko as the intriguing alternate Green Arrow it had been attempting to portray her as.

A fun adventure, no doubt, but Emiko would only get more interesting the further that the series moved away from this episode.

21. “Unmasked” (Episode 8)

The last non-crossover episode before the show’s midseason break, this was essentially just like any old episode of the show (except for the fact that everyone knew who Green Arrow was). Though that doesn’t make it a bad episode, it was just a disappointing follow-up to its outstanding predecessor.

20. “Spartan” (Episode 19)

As John Diggle hasn’t had any fresh storylines for years, it was understandable that expectations for this one were pretty low. That said, it was a lot more enjoyable than it had any business of being. The introduction of Ernie Hudson’s General Stewart revealed more backstory than we thought the character had, and it also alluded to the possibility that he might become Green Lantern someday.

19. “Training Day” (Episode 15)

Team Arrow’s alliance with the SCPD created all kinds of problems (for them and the show) as it all led towards their official induction. This was an episode that needed to highlight how Team Arrow’s way was simply more effective than their new allies’ methods and, in that respect, it succeeded in its purpose.

Unfortunately, it was overflowing with contrived moments in a bid to force conflict and ultimately get it to that conclusion. Sure, it was fun, but it was also an example of the fact that the ends don’t always justify the means.
