3. Major Disaster
If Gunn wants to continue the trend of obscure characters in The Suicide Squad, then Major Disaster would be a good choice. His power is an elemental-based. Basically, he can manipulate the earth around him while also having the ability to create earthquakes, tsunami waves and meteor showers.
The case against Major Disaster being in The Suicide Squad is that he may be too powerful for the team. With someone as powerful as him, there really is no need for someone like Captain Boomerang now, is there? What sets Major Disaster apart though is his brief periods of reformation.
The character has assisted the Justice League and Batman on a small handful of occasions. He used his disaster-creating powers for good to save people as he attempted to reform himself from supervillain to hero. Unfortunately, he was unsuccessful in doing so after being killed by Superboy-Prime in Infinite Crisis, then killed again by Superboy-Prime after being resurrected in Blackest Night.
The goal of the original Suicide Squad movie was to create complex personalities for its villains, but that film was not successful in getting the audience to care about all of the villainous characters. However, Gunn hopes to recreate his successful Guardians of the Galaxy formula to do just that.
Nathan Fillion is an immensely likable human being. There are not many people who have a negative thing to say about him. If Gunn goes the anti-hero route with Major Disaster, that would allow the actor to play a sympathetic character that still does bad things – all while trying to be good.
