6. Harvey Bullock

Have you ever noticed that Harvey Bullock never really accepts Batman’s help? It could be the end of the world and he’d still reluctantly take the assistance. Bullock believes that the law should be followed. Otherwise, what’s the point? That includes vigilantism. Now that Batman’s gone, he’ll get the chance to do everything on his own. Good luck.

The criminals in Gotham would undoubtedly take great pleasure in eating him alive. No matter his conviction, Bullock isn’t built to handle Penguin, Mr. Freeze, and certainly not Bane. If he lasts one episode it’ll be shocking. If he does show up, don’t be surprised if he doesn’t last long.

5. Renee Montoya

The Birds of Prey movie did a good job of keeping Renee Montoya’s personality close to the source material, and it would be nice to more of her in season 2 of Harley Quinn. She could play the cop who helps Batwoman (who’d also be terrific on the show). Or, and this would be cool, she could be the Question.

This is the perfect show to have a once-less-mainstream character like her play more of a prominent role. She was the Question in the comics, so why not bring that back here? If Tim Drake isn’t going to be around, she should search for Batman. Not just Batman. There could be something mysterious going on in Gotham and it may involve Harley Quinn. A secret only she can find the answers to.
