5. Agent Liberty

This one is probably the only controversial entry on this list. Everyone loves to hate a villain, and aside from Lex Luthor, Agent Liberty is one of the best villains on Supergirl. Introduced during the show’s seminal fourth season, Ben Lockwood (Sam Witwer) was a villain of our times.

Lockwood debuted at the height of modern-day white supremacy and nationalism, and Witwer’s scenery-chewing performance sold the characters’ heinous actions. He lived to be hated because all Lockwood ever did was hate on the people he believed had wronged him.

Lockwood’s anti-alien racism was a bold take on the immigration and race issues that have come to the fore in America in recent years. And it’s evident that the creators had plans for the character’s future because Lockwood wasn’t killed off.

Lockwood apparently survived post-Crisis (bad guys always do, don’t they?), so he could very well break out of prison and join Lex Luthor in whatever maniacal plan he comes up with.

Lockwood would ground Supergirl Season 6 in the kind of realism that made the fourth season resonate with so many viewers. As fun as it is to see these heroes battle literal gods, nothing quite compares to Kara and her Superfriends teaming up to fight the face of evil that exists in the real world. And Agent Liberty was made to personify that tangible evil.
