Batman: Fear State explained: The aftermath of Scarecrow’s experiment

Simon Saint
At first, we see Simon Saint in prison among the other criminals. A place he’s too weak to be in. Saint has been removed from the company, the blame for his actions have been placed on him and the Magistrate program has been shut down (thus preventing Future State). But Batman knows that this means nothing. The technology will be sold and Saint will be on house arrest to work off his debt under “careful” military eye. That eye is Amanda Waller.
Of all the people to watch him, Amanda Waller is one of the last people who should. She’s undoubtedly going to use him to create all sorts of technology. These things will help keep people safe. However, they’ll also be used to attack the heroes of the world.
Look for her to go after Bat-Family before the year is over.
Peacekeeper 01
After his defeat, Peacekeeper 01 is heavily sedated so the tech attached to him can be removed. To no one’s surprise, he escapes and kills people on his way out. Batman thinks someone set this up to happen so he couldn’t be there for the surgery. That remains to be seen. Nonetheless, readers knew Sean Mahoney (Peacekeeper 01) wouldn’t disappear after Fear State.

Peacekeeper 01 has a mission to save Gotham City. He felt that Scarecrow opened his mind. Not only is he dangerous physically, he’s a believer as well. When a villain believes in something, they’re more focused and menacing. He knows in his heart that he’s more evolved.
With Bruce leaving Gotham soon, who will deal with him?
