Batman: Fear State explained: The aftermath of Scarecrow’s experiment

Ghost-Maker and Clownhunter
During Fear State, Clownhunter continued to protect citizens fromt people fighting with clown masks. Batman finds out, approaches him about what he was doing, and offers to help. Bao (Clownhunter) tells Batman that he’s not going to join him and become part of the Bat-Family. Bruce tells him that he wasn’t suggesting that.
"“You let all of this happen to the city, again. Stop talking to me like I’m just going to join your team.”"
As they’re talking, Ghost-Maker appears. He says he agrees with Bao. The way Bruce has been protecting Gotham needs to evolve. Ghost-Maker then offers to train Bao and teach him how to use a sword on one condition: There can’t be any killing. Bao agrees to his terms.
This shows real growth. If Ghost-Maker can evolve past killing, then Bao can too.
Batman and Scarecrow’s ride ends
Batman: Fear State: Omega concludes with Scarecrow being brought to a new facility (Arkham was burnt down). Crane and Batman are met by Dr. Meridian. As she has Crane brought in, she says that she read Crane’s work and it’s deranged, but fascinating.
"“Some other villains have built new lives for themselves and moved on from villainy. Some of them doubled down and changed their methods. But you have never changed, and now you tried the biggest attack you ever dared on the city and it failed.”"
Before Batman leaves, she offers her psychiatric services to him as well. She hopes that this new hospital can do all the things Arkham couldn’t. We can guess that nothing will change. Criminals will still escape and wreak havoc as they always have.
