2. Viper

Viper is completely underrated. She’s been one of the greatest bosses of all time. She never seems to get caught and always knows the right time to pull out of a deal. More spectacular than that is who she evades and where she does it.

Wolverine, Nick Fury, and Captain America have all tried to take her down. All of them have failed. Even when they win, she escapes and runs back to Madripoor. Speaking of, doing it in Madripoor is another grand thing. It’s a place that promotes crime of all kinds. Yet, when she was in charge, they knew to bow down and fear her.

1. Wilson Fisk

Here we have the best of them all. Wilson “Kingpin” Fisk has been at the top of the criminal food chain for decades. He’s been taken down, blinded, and almost killed. Yet, he always comes back like a bad penny. Unlike most crime bosses, he seemed to be looked at in a positive light by the public. So much so that he became the Mayor of New York.

Wilson Fisk can’t be touched. He’s too smart. He’s tricked Spider-Man, Daredevil, and Iron Man. The latter was one of his best as he used Tony Stark during Marvel Civil War to take out his competition while he was in jail.

No one even comes close to his superiority. He has longevity, the wins in his resume, and the idea that he’ll be doing it for many more years. Even if he dies in one story, he’ll return better than ever in another.
