7. Prometheus/Adrian Chase

Josh Segarra was truly brilliant in the role of Adrian Chase/Prometheus. As D.A. Chase, it always felt like Adrian was on Oliver’s side. He even worked to help him out of trouble from time to time. And yet, as Prometheus, we are talking about a character who was not only as skilled as the Arrow himself, but he was a brilliant villain in terms of causing problems for the team.

Whether it is because of the way the character was written or the ability of Segarra as an actor, you could never quite figure out if Adrian was a friend of Oliver’s or an enemy. And at the same time, it was clear by the end that this was not a friend, even with everything he did to actually help Oliver out of a jam or two.

As Prometheus, this character was always a step ahead of Team Arrow, proving that he was methodical and a thinker. And considering he was the D.A., he really is a thinker with an intelligence that made him a worthy adversary for Oliver Queen.

Even after the team learned who Prometheus was, Adrian proved to be an epic opponent who was also one of the greatest villains on Arrow. Without the costume, this villain was interesting, but with the costume, he was downright terrifying in his intensity.

If it weren’t for the fact that there is one more villain with a drive for revenge on this list (character number seven on this list actually) who is slightly better than Adrian in terms of his ability to be an antagonist of the team, he would have been the best of the villains on this list.
