13. Arsenal

Roy Harper made his debut during Arrow‘s first season as an underprivileged kid from the “other side of the tracks” (which, in this show, meant that he was from The Glades). However, he refused to let his roots define him and, thus, he took it upon himself to make the city a safer place, always trying his best to do what was right, even if he didn’t always believe it. And this flawed-but-effective approach quickly caught the eye of The Arrow – who eventually took him under his wing and trained him.

Roy’s heart was always in the right place, but his allegiance with Oliver helped him work on his somewhat rough edges and, in time, he bloomed into the hero known as Arsenal.

Backing up Oliver at every turn, the red-hooded archer was on hand to help take down Deathstroke, defeat an army of Mirakuru soldiers and even slow down the Star City Police Department. His devotion to the cause (and to his mentor) was never any clearer than it was in the moment he decided to return the favor and pretended to be The Arrow to save Oliver from being arrested. This, unfortunately, led to the character’s exit from the show. However, that wasn’t the end for Roy as he has returned on multiple occasions since.

From his days under the hood to his relationship with Thea, Roy was a stalwart of the early days of Arrow and Colton Haynes’ return was just as equally enjoyable.
