In Marvel Comics, the war in Atlantis (or World War Sea) began because there was no one to sit on the throne while Namor was in prison on land. He could have escaped whenever he wanted to but Namor felt he needed to do his penance for all the wrong he did. It wasn’t until Stingray told him that if he didn’t get the seas in order the surface world would do it with bombs and more.
With that, the former King of Atlantis headed to the seas.

Along the way, Namor encounters enemies and allies from his past. Among them was his childhood friend Kailani. When they were young, she showed him parts of Atlantis that he never knew existed and how impoverished they were. This leads to Namor helping in secret.
His relationship with Kailani ends when she and a few assassins attempt to kill the King of Atlantis in the middle of the night. After leaving, her life-long goal became to become the new king. The problem was the seven other factions of the oceans wanted the same thing.
After going through the sacred ritual of the Grotto of the Ancients (issue No. 6), Namor received all of the knowledge and strength needed to fight seven would-be rulers and their armies. So, with the Trident of Neptune in his hand, Namor fought everyone on his own. On top of that, he didn’t kill anyone during the battle.
"I acknowledge every last one of you... as the seven greatest imbeciles in the sea!"
"Your words can not reach me, Kailani. Unless you've come to bend the knee."
When the armies left to rest, Namor *checks notes* sang so loudly that his enemies couldn’t sleep. Things got so bad that the warring factions started losing people. They would sing with Namor at night and when the battle started, Namor forbade his new followers from joining. This made Kailani so furious that she attempted to attack Namor on his own.
Rather than fight back, he let her repeatedly slash, cut, and stab him. Eventually, she realized she was the only one left fighting and stood down. The war was over. However, when Attuma brings the throne, Namor destroys it saying, “Atlantis is dead. Long live Atlantis.”
"I wanted war in my name. And now I shall have it. These people will give it to me."
Namor learned that Neptune was the one who sunk Atlantis 20,000 years ago and let the Atlanteans believe that it was someone else. Why would a god do that? He was jealous that other deities were getting more attention. After Namor heard this from Neptune himself, he punched his god. Namor knew that it was time for something new. So, as the new king said, Atlantis is dead. Long live Atlantis.
