Batwoman (Kate Kane)

The Bat-Family was finally introduced to the Arrowverse in the twilight years of the shared universe's reign over TV through the arrival of the Scarlet Knight Batwoman. Shortly afterwards, she headlined her own series, allowing us all to see what Kate Kane was truly made of.

I hate to place members of the Bat-Family at the bottom of any "weakest to strongest" list, but just like with Batman on the Justice League, having no super powers means that Batwoman is literally outmatched by every other hero on this list when it comes to strength. That being said, the character found strength in other places.

Kate was already a skilled hand-to-hand combatant, capable of taking people down without breaking a sweat. Naturally, that came easy to her in her career as Batwoman, as few people could go toe-to-toe with the Scarlet Knight in a fight; something that was emphasized in the midseason finale of season 1 when she went up against an army of Crows officers. She also mastered theatricality, using the shadows for cover and to intimidate her enemies like her cousin would in his escapades as Batman.

She may not have super-powers, but the first Batwoman was not to be trifled with - nor was her successor...
