Batwoman (Ryan Wilder)

It's quite impressive that Ryan Wilder started off with very little fight training compared to her predecessor and yet still managed to become an incredible crime-fighter (the beauty of television, folks), but there is no denying that she pulled it off in the end. Sure, most of her training took place of screen, but it would be ridiculous to ignore the fact that Ryan honed her craft and earned her stripes.

She was a little rough in the field in the beginning, but with training and experience, she became an excellent Batwoman. She didn't get there right away but she developed so well, growing into her identity as Gotham City's protector. By the time the show concluded with its third season, she had much more experience in the role than Kate Kane, ultimately surpassing her because of that.

Ryan knew how to fight to survive already, so pairing that up with technique and planning saw her become a formidable hand-to-hand combatant, capable of taking out villains with her fists, feet, and elbows. She's also a master of bat-gadgetry and has an array of innovative attack methods which she showcased on the show.

Again, Ryan doesn't have any metahuman-based super powers, so we can't rank her any higher than this, but she has plenty of power of her own and that makes her a heck of Batwoman.
