Green Arrow

The man who started it all, we owe Oliver Queen a huge debt of gratitude for bringing to life the greatest shared universe television has ever seen (and then saving it and rebirthing it all over again). Speaking of that rebirth, we're choosing to rank Oliver based on his time as the Arrow / Green Arrow, when he was still alive, as that is how he spent the vast majority of his near-decade-long run. If we were to include his time as the Spectre, he would obviously be a lot higher.

Like both iterations of Batwoman, Green Arrow didn't have any superpowers, but he also knew how to hit harder than just about anyone else. A master hand-to-hand combatant and expert martial artist, very few people went into a battle with Oliver Queen and won. He was second-to-none in that department and that ensured that every fight he got himself into, he was always able to get himself out of.

He was also an incredibly skilled archer with a knack for precision (the people he killed in the first season can vouch for that), as well as being a master swordsman. Basically, if there was a skill that involved physically defeating someone, Oliver was the master of it.

He might have been outmatched in a world full of metahumans and aliens, but the Green Arrow was capable of intricately planning ways to overcome the odds and figure out their weaknesses to at least give himself a shot. And if he couldn't win, he'd make damn sure that they regretted picking a fight with him before he went down. I hate to make this comparison but, in a way, he's a lot like Batman.
