A new war begins in DC vs Vampires: World War V No. 1

The first DC vs Vampires series ends with the sun returning and Barbara Gordon becoming lord of the vampires after killing Dick Grayson. Between that series and DC vs Vampires: World War V No. 1, a truce between humans and vampires was made. Thanks to Damian Wayne, however, it could be over.
Damian learns that Barbara is moving humans like cattle. When Damian finds them, we see this isn't a rescue mission. Damian, Kate Kane, and their followers eat them. He leaves one alive to send a message to Barbara.
At the end of the issue, Hush breaks into Barbara’s tower and detonates a bomb (it's unclear if she survives). Before he dies, Hush says Damian sent him. However, this doesn't make sense. Damian's message was sent by someone the vampires he left alive after feeding on the humans. He wouldn't send a message and a bomb, right?!
People should wonder if someone is pulling everyone’s strings and wants this war. There are too many variables for things to be as simple as it seems. The easy guess is Aquaman. He told Barbara that he was okay with a war. He may be tired of the truce and wants vampires to be on top. He's also a former king who would have issues taking orders from Barbara.
Lastly, the new Batman (likely Timothy "Jace" Fox) comes across a vampire protecting a baby. The vampires chasing the infant's protector say the legends are true. We don't know what it is, but years of supernatural reading and movies make the assumption easy: It's probably the child of a human and a vampire. It's a birth that shouldn't be possible.
Whoever they are, that storyline will be key to whatever's happening. Stay tuned to Bam Smack Pow to find out what it is.
