Oz Cobb becomes The Penguin in episode 8

Throughout the course of The Penguin, Oz Cobb has been desperately trying to fill that Carmine Falcone-shaped hole in Gotham City. He has encountered others who have had the same goal, particularly those in both the Falcone and Maroni families, and he has made some powerful enemies along the way. He has also been avoiding the potentially-murderous gaze of Sofia Falcone, who has been out for revenge after "someone" killed her brother Alberto - that "someone" being Oz.

Well now we stand at the series finale, ready to see if Gotham City's criminal empire truly does belong to Oz. Has he done enough to secure it for himself, or have the gang wars he has started over the course of the series made it ripe for someone else to pick? I don't know about you, but it sounds like that the infamous Penguin from the pages of DC Comics is about to be born.

The city is Oz's for the taking and now is his moment to bring it all together. Never has there been a more deceiving, conniving, self-serving villain in Gotham, but as his rare moments of kindness to Vic have proven, there are layers to this version of the character. And those layers, that nuance, could very well carry him to the top of Gotham's criminal organizations. A complex prize for a complex character.

The Penguin was designed as something of a bridge between The Batman and its upcoming sequel The Batman - Part II. We know that Colin Farrell will be rejoining Robert Pattinson in the film, bringing Oz back to the big screen. Something tells us that when he does, the city will - at least for the moment - belong to The Penguin.
