Firstly, Ben McKenzie believes due to all that he’s had to deal with, James Gordon is developing a “wry sense of humor”:

"I think we’re starting to find a little more of the humor. When you’re kind of a young idealistic guy like he is — or he was — and you bump up against all of this villainy and general corruption, you can either go to a rabbit hole of anger and depression, or you can develop kind of a wry sense of humor — kind of a morbid sense of humor — and I think he’s kind of developing that. So the humor, along with the burgeoning relationship with Dr. Thompkins — he’s finding, again, the hope that he came in with that’s been beaten down a little bit."

Ben McKenzie also talks about how the relationship between Penguin & Gordon will develop:

"He has to have friends on the other side of the law, or he’s never going to get the information and he’s never going to know the lay of the land. And who better than Penguin, who is ruthless but does fancy Jim as a friend and thinks of him in this bizarre way as his only friend. He tells his mother, “This lovely cop is a true friend.” In his perverted world view, Oswald genuinely believes that Jim is a friend of his."
