Check out the synopsis for “Everyone Has A Cobblepot”, which describes how the Dollmaker figures into the plot of Gotham:
"While Gordon seeks information about the recent controversy with Commissioner Loeb, Fish’s allegiance with the prisoners is questioned when she appears to join forces with Dr. Dulmacher (guest star Colm Feore, “The Borgias,” “24”). Meanwhile, after an attack close to home, Bruce deals with the aftermath in the all-new “Everyone Has A Cobblepot” episode of GOTHAM airing Monday, March 2 (8:00-9:00 ET/PT) on FOX."
So it seems as if Dr. Dulmcher aka The Dollmaker wherever Fish Mooney is and conducting experiments on the prisoners, which pretty much explains that scene where we saw a woman who had her eyes cut out. Also, what is this controversy with Comissioner Loeb? Will Gordon be able to take down one of his biggest political adversaries? It would be way to soon for him to start on the path to Comissioner, but replacing Loeb with somebody more favorable towards Gordon would be a big step. Find out this and why “Everyone Has A Cobblepot” March 2nd on Fox!
