According to this featurette, the Red Hood himself is sort of a tipping point. He’s one of the first villains to wear some kind of distinguishing mask. Others take to this to mean they can do the same, be it hero or villain. Watch Ben McKenzie & Donal Logue talk about the greater repercussions of the Red Hood in the video below:
Of coure, The Red Hood has a pretty big significance in the world of Batman, as that is the identity the Joker went by until he fell into a vat of chemicals and actually became the Joker.
