Arrow Had Big Plans For Harley Quinn

It seems like the TV show Arrow has often run afoul of Warner Bros. weird arbitrary rules about who can & can’t be used in TV shows. The latest example seems to be that they had much bigger plans for Joker’s main squeeze, Harley Quinn, before the higher ups squashed any notion of that.

"We had big plans for Harley. But, I guess something came down from DC execs that told us to shut it down. I mean we had that tease with the pigtails and the ARGUS outfit but, we’ll never see it. We would love to Harley in Arrow but it will never happen."

Arrow borrows pretty liberally from the Batman universe, using characters like Ra’s Al Ghul, but seems to often has their hands tied by this weird insistence that at least certain characters can’t be used. I mean, they have the Suicide Squad, and many of the same characters will appear in the upcoming movie (i.e. Deadshot, Amanda Waller). But for some reason, Harley Quinn is completely off limits. If the TV and movie universes are different, shouldn’t Arrow pretty much be free to do whatever it wants within reason? It doesn’t need to be all be connected like Marvel, but doing stuff like this is basically shooting themselves in the foot. Of course you’ll see Harley Quinn on the big screen in the Suicide Squad movie next year, but I guess don’t expect to see her on TV anytime soon (except maybe as a pre-Harley Harleen Quinnzel on Gotham at point).
