So, while Gotham saw it’s fair share of iconic Batman villains in its first season (Penguin, Riddler, Scarecrow, Electrocutioner, and MAYBE a young Joker), producers have hinted that we’ll see plenty more familiar faces in season 2.

"a “male DC Villain” described as “intelligent, cultured and highly articulate,” “extremely attractive, both seductive and threatening,” as well as a female DC Villain in her mid- to late 20s — “a sexy knock-out.” So get speculating!"
A “intlligent & highly articulate” male DC villain could fit a lot of descriptions. It could theoretically be a much younger Clock King, or a more serious Mad Hatter, who was confirmed by Gotham star Robin Lord Taylor this past weekend at Wizard World as a season 2 villain.
The female villain is a little harder. That description could fit almost any female villain Batman has ever encountered. I know the first thought of many is Harley Quinn, and why you certainly could have a young Harleen Quinnzel show up on Gotham, she should probably be younger than 20 at this point in Gotham’s timeline. A more likely possibility is something along the lines of Talia Al Ghul, who could easily be a little bit older than Bruce Wayne at this point w/o much issue and could be a great set up for Ra’s Al Ghul and the League of Assassins. We’ll find out the identity of these new villains when Gotham returns this Fall on Fox!
