The Court Of Owls Is Coming To Gotham
The Court of Owls Batman story arc is a relatively recent story, but on that supposes an organization (known as the Court of Owls) has been manipulating Gotham behind the scenes for the better part of a century. It was a very popular storyline, and being that the TV show Gotham takes place in the past, fans were wondering if The Court of Owls might be incorporated into the show. Gotham EP Bruno Heller confirmed to Comicbook.com that the Court of Owls is indeed in the plans to be explored eventually.

"We are absolutely going to explore that world down the line. Looking at the longevity of the show, we have to hold some cards back, we can’t just throw all of the elements, all of the story at once. The long arc of the show is Bruce Wayne’s journey of discovery down into the depths of the physical and meta-physical world of Gotham. The Court of Owls is a brilliant conceit that will absolutely be part of our storytelling. I just won’t tell you when."
So we could potentially see the Court of Owls in season two of Gotham or possibly not until season six (assuming it lasts that long). But the plan is for The Court of Owls to be involved somewhere down the line.
