Aquaman has been trying to improve relations between Atlantis and the surface world since the launch of the current DC Rebirth series. However, his nemesis Black Manta and the underwater criminal organization known as N.E.M.O. have tried to interfere with the sea king’s every effort.

First, they orchestrated the bombing of the Atlantean embassy and then an attack on a U.S. naval ship in “retaliation.” The latter was made to appear at the hands of Arthur Curry, bringing the hero into direct conflict with the United States military.
