4. Hush 

Hush’s true identity is Thomas Elliot, a renowned surgeon and childhood friend of Bruce Wayne. In an attempt to ostracize himself from his parents Elliot cut the brakes of his parents car. When Thomas Wayne saved his mother, Elliot was upset.

Additionally, Elliot displayed more rage, fueled by resentment after the Wayne murders. Elliot wanted the wealth and power that Bruce had. His obsession for Bruce’s orphaned life acted as the foundation for his criminally insane behavior. 

Admittedly, it’ll be difficult to tell a Hush arc without involving the plethora of rogues in Batman’s gallery. However, Hush can serve as a link to a couple of other villains on the list. With his ability to transform and manipulate, Hush would make for a worthy foe.

The way Hush operates in the shadows would cause for a team-up. Moreover, using Hush could serve as a catalyst to a Batman universe. He could be used in a way that the previous DCEU regime failed to use Darkseid.
